Eng. Innocent Luoga

    Eng. INNOCENT G. LUOGA is the Commissioner for Electricity and Renewable Energy in the Ministry of Energy (MoE), United Republic of Tanzania. He is a Registered Professional Engineer (T) with the Engineers Registration Board (ERB) of Tanzania, holding a BSc degree in Electrical Engineering from the University of Dar es Salaam in Tanzania since 1996. He is also a Member of the Institute of Engineers Tanzania (MIET) since 2004.


    In 2007 was conferred a Master’s in Business Administration degree from Mzumbe University, Tanzania which was followed by Postgraduate Diploma in Energy Efficiency and Planning in Sweden in 2013. In 2016 He completed Masters in Security and Strategic Studies (MSSS) at the National Defence College in Dar es Salaam, Tanzania.

    He worked for Tanzania Electric Supply Company Limited (TANESCO) for 16 years before his appointment as Assistant Commissioner for Electricity in 2012. Eng. Innocent has over 13 years’ experience working in the Ministry of Energy providing professional knowledge, technical advice and supportive policies and strategies necessary for fostering the development of the Energy sector.


    During his time in the Ministry of Energy, he participated in the preparation of the National Clean Cooking Strategy of 10 years (2024-2034); preparation of the National Energy Efficiency Strategy (2024-2034); Power System Master Plan 2024 which is guiding development of power sector in the country. He has been a Chairman of the organizing committee of the African Heads of State Energy Summit which took place in January, 2025 Dar es Salaam, Tanzania.
    Eng. Luoga was in the forefront in the development and launching of the African Women Clean Cooking Support Program (AWCCSP) during COP 28 in Dubai.


    He is currently the Head of Electricity and Renewable Energy Department in the Ministry responsible for identifying the Country’s energy potential and create enabling environment to attract investment in the development, provision and utilization of energy resources including Natural Gas, Coal, Hydros and Renewables.
