
Eng. Emmanuel Matapa is the Secretary for Energy who serves as the technical advisor to the Government on energy policy, planning, and sector reforms, providing strategic leadership to accelerate sustainable and inclusive energy development. Eng. Matapa’s role is to oversee the formulation and implementation of policies that expand electricity access, promote renewable energy, strengthen energy security, and advance regional power cooperation. He coordinates key sector institutions, including the national utility, generation entities, regulators, development partners, and private investors.
With extensive experience in infrastructure development, climate finance, and regional integration, Eng. Matapa has been instrumental in advancing grid expansion, off-grid electrification, and energy sector reforms aligned with low-carbon development pathways. He also plays a central role in Malawi’s participation in regional initiatives under the Southern African Development Community (SADC) and the Southern African Power Pool (SAPP), supporting cross-border interconnections and power trade to enhance resilience and sustainability. Eng. Matapa is a holder of Master’s Degree in Civil Engineering and a Master Degree in Business Administration; He previously served as the CEO of the Roads Authority (RA).
