Mr. Andrew Jean-Louis

    Mr. Andrew Jean-Louis is the newly appointed Chief Executive Officer of the Utilities Regulatory Commission (URC). The URC started operations in 2024 to regulate primarily the electricity and water sectors in Seychelles. The main task right now is to set up the URC to be a fully functioning organisation to be able to fully deliver on its mandate. This involves capacity building, financial planning and acquisition of tools required to deliver a high level of service.

    Before joining the URC, Andrew worked as a climate change consultant for the mitigation sector, mostly with the reporting under the Paris Agreement. He also has extensive knowledge of the Seychelles energy sector and was responsible for implementing several projects in Seychelles such as the 6 MW Wind Power Project and the setting up of the Seychelles Energy Commission (SEC), the predecessor to the URC.
